Phillemon Nabeeta

Founder & Lead Consultant

Phillemon Nabeeta is a seasoned security, safety and risk management professional with over 12 years of leadership experience spanning security operations, investigations, risk assessment, crisis preparedness, occupational health and safety, cybersecurity awareness and organisational resilience. His professional experience includes work across the private sector, oil and gas, manufacturing, international NGOs and diplomatic missions.

He holds a Bachelor of Science in Biosystems Engineering from Gulu University and a Master of Science in Cybersecurity and Forensics from ISBAT University, alongside professional qualifications in security operations management, occupational safety and health, environmental management and security training.

As the Founder of Vigilant Citizen Concepts™ and author of The Vigilant Citizen™: Security Begins With You, Phillemon is committed to advancing security awareness, practical preparedness and responsible citizenship through education, advisory services, knowledge resources and community-focused initiatives.

Rodney George Henwood is a seasoned Risk and Security Management professional with over 30 years of experience in security operations, risk management and security leadership across Africa. A former Major in the South African Defence Force, he has held senior security management roles with G4S in Uganda and Equatorial Guinea, supporting major corporate, industrial and oil-sector operations.

He brings extensive knowledge of the African security landscape, with expertise in risk analysis, security assessment, operational security and strategic advisory. His experience enables him to provide practical, informed security solutions for organisations operating in complex and evolving risk environments.

Fred Gordon Waigolo is a seasoned security professional with over 10 years of progressive experience spanning security operations, risk management, investigations, training, health and safety, and security leadership. He has held senior and management roles with organisations including G4S Uganda, Tugende Limited and Stabex International, with experience coordinating security operations across multiple locations.

His expertise includes security risk assessments, audits, incident investigations, business continuity, crisis management, security strategy, training and capacity building. He has also developed risk management frameworks, policies and SOPs and supported organisations in strengthening risk-awareness cultures.

Fred brings strong knowledge of the Ugandan security environment, practical field experience and a strategic approach to identifying, analysing and mitigating risks affecting people, assets and business operations.
